Root Cause
The module that reads the queue is turned off or has encountered an error.
Resolution
Restart the static_sample_scanner_hash service:
On the Swarm Manager node, run the following commands in order:
docker service update --replicas=0 static_sample_scanner_hash
docker service update --replicas=2 static_sample_scanner_hash
